The minimum health insurance policy that qualifies would be a $5,000 dollar deductible plan with maximum out-of-pocket expenses set at $7,500 per person or $10,000 per family.
For people who earn a certain fraction of the poverty level there will be a subsidization that will be made available.
This new law will also effect businesses that do not provide health insurance. They would have to pay a 4% payroll tax in order to fund lower-cost plans and policies.
It appears that the hospitals and doctors will help fund the new forced demand for health insurance by paying fees based on percentages of their revenues.
As far as insurance companies are concerned they will now not be able to refuse insurance to anyone. Not even for pre-existing conditions.
